C\u1ea6N TH\u01a0 \u2014 Prime Minister Nguy\u1ec5n Xu\u00e2n Ph\u00fac has stressed the strategic importance of the Mekong Delta\u00a0as it accounts for 20 per cent of the world\u2019s rice exports\u00a0but is facing critical challenges posed by climate change.<\/p>\n

At a\u00a0conference on climate-resilient and sustainable development of the delta in C\u1ea7n Th\u01a1 City on Saturday, the Prime Minister urged attendees to continue identifying challenges caused by climate change, and to implement top-priority projects in a timely manner.<\/p>\n

Forty per cent of the\u00a0C\u1eedu Long (Mekong) Delta region will\u00a0be under water by 2100 due to the impact of\u00a0climate change unless serious\u00a0measures are\u00a0taken immediately, experts have warned.<\/p>\n

Caitlin Wiesen, country director of UNDP Vi\u1ec7t Nam, said the delta, home to 17 million people, is Vi\u1ec7t Nam\u2019s most important agricultural region.\u00a0Producing 55 per cent of the country\u2019s rice, the region feeds more than 245 million people around the world.<\/p>\n

\u201cThe area\u00a0is vital for food security in Vi\u1ec7t Nam and neighbouring countries within the region and beyond as well,\u201d she said.<\/p>\n

The delta is also the country\u2019s third largest industrial region after the metropolitan areas of HCM City and H\u00e0 N\u1ed9i.<\/p>\n

However, the delta\u00a0is facing existential threats, including rising sea levels, coastal erosion, landslides, and drought.<\/p>\n

According to studies, 40 per cent of the Mekong Delta could be underwater by 2100, with half of its population affected. Some\u00a0areas of the coast are already eroding at a rate of more than 30 metres a year.<\/p>\n

In 2016, the region suffered the worst drought in 90 years, which, together with rising sea levels, led to a heavy intrusion of saltwater into rice-growing areas.<\/p>\n

The mangrove forests along the coast, which protect the hinterland from floods and storms, are also in dramatic decline.<\/p>\n

All of these\u00a0problems have\u00a0threatened the region\u2019s\u00a0ability to provide essential ecosystem services on\u00a0which the communities of the delta and millions of people around the world depend.<\/p>\n

She said that\u00a0integrated planning and governance were needed.<\/p>\n

\u201cIt is important to look at resources not from one area within the region but how they are engaged together,\u201d she said. \u201cCommunity engagement is extremely important as they\u00a0are on the frontlines.\u201d<\/p>\n

The UNDP is working with local communities and government to strengthen regional governance to ensure that people affected by climate change\u00a0will benefit in\u00a0the future as part of the new master plan for the Mekong Delta from 2021 to 2030.<\/p>\n

Resolution 120\u00a0<\/b><\/p>\n

Speaking\u00a0at the\u00a0conference in C\u1ea7n Th\u01a1, Tr\u01b0\u01a1ng\u00a0H\u00f2a B\u00ecnh, permanent Deputy Prime Minister, said that\u00a0Government\u00a0Resolution 120 issued in 2017 set out a long-term strategy for sustainable development, focusing on strengthening linkages between localities to combat climate change.<\/p>\n

After more than three years of implementation, the resolution has helped to\u00a0attract\u00a0investment in \u201cgreen\u201d agriculture, improve\u00a0value chains, and create\u00a0a foothold for agricultural products in the world market.<\/p>\n

Large-scale concentrated agriculture production areas have been formed with key agricultural products such as shrimp, pangasius, rice\u00a0and fruit. Processing technology has also been improved, helping to\u00a0create value chains for\u00a0agricultural products.<\/p>\n

Rice cultivation, including world-famous brands, covers\u00a04.19 million hectares in the delta, accounting for 54.3 per cent of the country\u2019s total rice growing area.<\/p>\n

The region has more than 335,400 hectares of fruit trees, accounting for 36.3 per cent of the country\u2019s fruit area, including major crops such as dragon fruit, mango, orange, pomelo, rambutan, longan, durian and pineapple.<\/p>\n

Carolyn Turk, World Bank country director in Vi\u1ec7t Nam, said that Resolution 120\u00a0was a big step forward in setting the basis for coordinated action for sustainable development in the Mekong Delta.<\/p>\n

During the 2015-2020 period,\u00a0the World Bank in Vi\u1ec7t Nam mobilised\u00a0US$2.2 billion\u00a0for research and investment activities in the region.<\/p>\n

She said the Mekong Delta was a testament to the Vietnamese government\u2019s new ways of thinking and approach to sustainable development.<\/p>\n

\u201cMitigation and\u00a0adaptation-solutions are needed for stronger prevention of the impacts\u00a0of climate change,\u201d she added.<\/p>\n

She pledged to continue to work with the Government\u00a0through a strong partnership\u00a0for a sustainable, prosperous and climate-resilient Mekong Delta.<\/p>\n

Also speaking at the event, Minister of Transport Nguy\u1ec5n V\u0103n Th\u1ec3\u00a0said in the 2016-2021 period, the ministry invested in 31 transportation projects worth VN\u011088.963 trillion in the region.<\/p>\n

The ministry has also prepared financing for\u00a037 new projects (road, maritime, inland waterways and aviation) with total investment of\u00a0VN\u0110182.7\u00a0trillion in the coming time.<\/p>\n

Concluding the conference, Prime Minister Nguy\u1ec5n Xu\u00e2n Ph\u00fac\u00a0emphasised\u00a0that the quality\u00a0of the workforce\u00a0and the\u00a0actions of each ministry and\u00a0locality will be\u00a0decisive factors for the sustainable and climate-resilient development of the region.<\/p>\n

Mentioning the \u201c8G\u201d viewpoint on the Mekong Delta\u2019s development to be given more attention in the revised Resolution 120, the Vietnamese Government leader said the first \u201cG\u201d is \u201cGiao th\u00f4ng\u201d (traffic), elaborating that resources must be prioritised for developing the traffic system to facilitate travel and economic activities.<\/p>\n

The second \u201cG\u201d is \u201cGi\u00e1o d\u1ee5c\u201d (education), which he described as the \u201cgolden key\u201d to sustainable development.<\/p>\n

Meanwhile, the third is \u201cGiang\u201d (rivers), he noted, adding that development strategies should make use of local rivers to promote agriculture and aquaculture as well as waterway traffic and logistics, and that there should be a study of river-based economic activities.<\/p>\n

PM Ph\u00fac\u00a0also pointed out the necessity of \u201cG\u1eafn\u201d (connecting), which means connecting central agencies with localities, people with businesses, domestic parties with international organisations, and especially, intra-regional connectivity between the 13 provincial-level localities in the Mekong Delta itself.<\/p>\n

In his remarks, the Government leader also recommended the localities attract \u201cG\u00ecau\u201d (rich) and \u201cGi\u1ecfi\u201d (talented) people and businesses\u00a0who will contribute to local development.<\/p>\n

Besides, \u201cgi\u00e0\u201d (ageing) is now a challenge to the Mekong Delta, where the speed of population ageing is faster than the national average, PM Ph\u00fac\u00a0added, asking for proactive policies on this issue, especially in terms of social welfare for the elderly and the disadvantaged.<\/p>\n
